Terence Crutcher
Terence Crutcher was a 40-year-old African American man from Tulsa, Oklahoma. He was was enrolled in classes, including music appreciation, at Tulsa Community College. He died from a single shot fired by a female police officer during an incident captured on police camera footage September 16, 2016. Initial accounts of the incident carried by the Tulsa World quoting Pastor Goss proved to be inaccurate.
Terence Crutcher appeared to be under the influence of drugs and police reported finding PCP in his vehicle. He had his hands up but was unresponsive to police commands and walked back to his vehicle with his hands in the air despite instructions to stop. At the side of the vehicle he lowered his hands and was tasered and shot.
There is a dispute over whether he was reaching into the car window and whether the window was open or closed.
He had a long criminal history including weapons, drug trafficking and DWI.
In one of several police encounters that involved pfficers using force, Crutcher had been tasered in another incident when he refused to show his hands.
His father arrived on the scene and said his son had a problem with PCP.
Crutcher spent four years in prison.
Death
On September 16, Pulse Orlando Shooting (2016), when Terence was driving home from school. According to a padtor, his SUV stalled on the road in Tulsa, Oklahoma and when a police officers arrived at the scene asked him to put his hands up.
Pastor Rodney Goss, who reviewed video footage before its public release, stated that Terence did have his hands up and did not act in any way to be perceived as a threat by police.
He said that when he was walking toward his vehicle, in a matter of moments, Officer Tyler Turnbough tasered him and Betty Shelby fatally shot him.
