Betty Shelby is an American police officer for Tulsa Police Department.

On September 16, Pulse Orlando Shooting (2016), Officer Shelby fired a single shot that killed Terence Crutcher. In police cam footage captured of the end of the encounter, Crutcher had his hands in the air as he was walking back to his car before lowering them by the side of his SUV when Officer Tyler Turnbough tasered him and Officer Shelby shot him in Tulsa, Oklahoma.

Initial accounts reported that Terence Crutcher was driving home from school when his SUV stalled on the road moments before he was shot to death. Subsequent accounts suggest he was on drugs, was delusional, and was not following police commands. Police report finding a vial of PCP in his vehicle. Toxicology reports have yet to be released.

Officer Shelby and Tyler Turnbough have been placed on Administrative leave while the shooting is being investigated.

The U.S. Justice Department has launched a parallel civil rights investigation into the death of Terence Crutcher that could also lead to charges.

On September 22 Shooting of Terence Crutcher, Prosecutor s in Tulsa, Oklahoma filed charges against Officer Shelby. She was charged with first degree Manslaughter.

Dashcam and aerial footage of the shooting and its aftermath showed Terence Crutcher walking away from Shelby with his arms in the air.

On May 17, 2017, a jury acquitted Officer Shelby in the shooting death of Terence Crutcher.
