Blaine Cooper, 36, also known as Stanley Blaine Hicks, is a member of the militia, Citizens For Constitutional Freedom.
He lives in Humboldt, Arizona, a small town on the outskirts of Prescott, and also participated in the 2014 Neveda stand-off.
Cooper frequently posts videos on YouTube related to causes ranging from support for civilian patrols along the U.S.-Mexico border to protest against federal land management practices.
He has registered a film company, Third Watch Media.
Cooper was convicted of aggravated assault, a felony, in 2009.
He faced other charges in Arizona courts, but they were dismissed.
The leader of an Arizona group, Veterans on Patrol, accused Cooper of instigating a fistfight at the Malheur compound when the veterans group tried to enter.
Cooper tried to join the Marines, but was screened out.
"All applicants are screened for mental, moral and physical qualifications," a spokeswoman wrote.
"Hicks failed in at least one of those categories."
