Timothy Runnels is a former police officer from Independence, Missouri.
Incident
On September 14, 2014, Runnels pulled over Bryce Masters under suspicion of driving a stolen vehicle. [1]
After refusing to get out of his vehicle, Runnels began to taser Masters for a total of 20 seconds.
[0]While Masters was limp on the floor, Runnels handcuffed him, dragged and dropped him onto the pavement face-first.
For eight minutes Masters brain was deprived of oxygen causing him to go into a coma.
Masters now suffers from permanent brain damage.
Runnels is now sentenced to 4 years in prison because of the way he dropped Masters face-first onto the pavement while he was handcuffed.
