Robb Rill is an American expat Managing Director in Puerto Rico who is also the founder of the Strategic Group P.R. which helps people take advantage of the island's tax incentives. He has been criticized immensely by the Natives along with other entities for his neo-colonialist ideas about instructing other rich, billionaire investors of how to manage the tax exemptions on the Island. ^{[2] [1]}

Rill is an American Hedge fund for Billionaires who has been living in the island of Puerto Rico with his wife. ^{[6] [5]}He moved to the island from Florida some time on February, 2013, as a way to earn the tax cuts that have been offered by the island. ^{[1] [6]}

Rill is a graduate of University of Florida where he graduated with a degree in Finance. ^[0]

After graduating College, he became a president of Strategic capital Advisors for many years.

In 2013 he started what is called The 20/22 Society in Dorato Puerto Rico.
