Humphrey graduated from East Central University with a degree in criminal justice and business administration. Humphrey spent 20 years of his professional career working as an officer within the Department of Correction. During his career, he served as Vice President of the Fraternal Order of Police Chapter 147 and well as owned a private probation office "Last Chance Supervision." In addition, Humphrey played an active role in the CLEET and DARE Academies of Oklahoma. [2]

Political Ambitions

On April 13, 2016, Humphrey declared his candidacy under the Republican nomination to represent the 19th district in the Oklahoma House of Representatives. [2]He ran on the platform of being the "Republican voice for rural education, bringing jobs to the area, and helping solve major problems within all levels of government." [0]After campaigning for several months, Humphrey defeated Democrat James Campbell and Independent Morgan Hopson to win the seat, earning 52% of the vote. [3]Humphrey was sworn in on November 16, 2016. [3]He serves on multiple committees including County and Municipal Government in which he is Vice Chair, A&B Human Services, Judiciary - Criminal Justice and Corrections, and Public Safety. [4]

Anti-Abortion Bill Proposal

In February of 2017, Humphrey proposed HB 1441, a bill that would require written permission from a woman's paternal partner in order to undergo an abortion.

[5]Humphrey cited a "breakdown in society" for "excluding men out of decisions" as a reason why he proposed the bill and considered women merely being a "host" for the fetus.

Humphrey's proposal has caused massive outrage on social media.

The Center for Reproductive Rights has called it "a new low for Oklahoma." [6]
