Clayton has lived in the state of Pennsylvania for many years. He is now retired and lives in West Goshen. He and his wife moved into the home on Box Elder Lane to care for his wife’s parents.
Carter’s mother-in-law has since died, but the father-in-law and Carter’s wife still reside in the home.
One of the often troubling characteristics about Clayton is his treatment of his neighbors.
Being a gun owner, he often open carries while on his property, causing neighbors to be concerned for their safety.
Criminal Activity

Jennings Feud
Since moving next door to the Jennings to help take care of his wife's parents, Carter has had a long time feud George Brooks Jennings that ended in a deadly dispute in early August, 2017.
Their long time dispute has resulted in more than 70 calls to police in the last five years leading to the killing of Mr. Jennings.
The chief of the police department whom receive the calls has stated that they did everything possible under their jurisdiction to keep the two under control.
On August 8th, 2017, in the early morning, around 1 a.m., Carter arrived home from an errand and saw Jennings outside of his home.
Carter then went inside the house to grab his.380-caliber Ruger semi-automatic handgun and headed back outside to move his car.
Carter and Jennings then began to argue about their headlights.
Carter claims that Jennings pointed his headlights on him, so Carter mounted the curb with his car and onto the grass to get the high beams on Jennings.
The two then began to argue until Carter shot at Jennings who fell to the floor.
Carter then walked over to Jennings and shot him again in the head.
Carter has been arrested and has been denied bail.
He has preliminary hearing set for Aug. 24.
