Established in 1969 the White Mountain Apache Cultural Center & Museum ​ stands as a monument to  the White Mountain Apache ​ tribes historical resiliency and ongoing commitment to perpetuate Apache heritage. The cultural center serves as a repository for the tribes cultural heritage by preserving the oral histories, archival materials and objects of significance to the Apache people.

In 1999 the White Mountain Apache Cultural Center & Museum established an artist in residence program to provide opportunities for promising local artists to develop their skills and present their work to the public. The first residency awarded to Barnarski Declay who produced the painting "Mysterious Ways", was sponsored by chairman Dallas Massey. [1]
