    Only 47 out of over 20,000 requests to the FISA courts were denied. Probable cause ​ is not required to obtain approval, only evidence that the target of surveillance is a foreign power or agent of a foreign power. The cases are not made public unless declassified by the U.S. President. [3] [4]
