Nandi Cain Jr. is an American residing in Sacramento, California. ^[2]

On April 10, 2017, at around 5:00 p.m. local time, Nandi was stopped by an unidentified Sacramento Police Department officer whom he saw unlawfully crossing the intersection of Cypress Street and Grand Avenue in north Sacramento, California. ^{[5] [2] [1]}

A friend of Nandi, Naomi Montaie witnessed and recorded the incident on Facebook Live. The video went viral on social media. ^{[5] [2] [1]}

The officer got out of his patrol vehicle, gave multiple verbal commands to Cain to stop, but he ignored the instructions and continued walking away from the officer.

The pair got into an argument and Cain began removing his jacket.

The Sacramento Police Department revealed that the unidentified officer in the video is a two-year veteran of the department who was assigned to uniform patrol in north Sacramento, California. ^{[1] [2]}
