Justin Michaels Wilkens is the motorcyclist who suffered a broken clavicle, a fractured rib and other injures in the incident involving the excessive force of [[LINK|lang_en|capt-rob-edwards|Capt.
Rob Wayne Edwards]].
On that afternoon, Wilkens was enjoying a spirited ride on Crow Road in Eugene when he drew attention to himself by passing a state trooper in an unmarked black Camaro.
Captain Edwards -- then a lieutenant -- flipped on his flashing emergency lights, but not the siren, initiating a three-minute chase.
Wilkens says he never saw those lights.

Justin Michaels Wilkens denies trying to escape from the veteran state trooper.
He claims he didn’t recognize Edwards’ unmarked Chevrolet Camaro as a police vehicle and did not realize he was being followed until moments before he pulled the motorcycle to the side of the road and stopped.
Capt. Rob Wayne Edwards was ordered to pay Justin Michael Wilkens $181,170 in damages.
