Before he had his run in with the police, he was a Firefighter. He also worked as an EMS team member.

Death of Linda McGinnis

On Friday morning, December 30th, 2016, his next door neighbor, Linda, was reported a missing person after she was last seen in the 900 Block of Ninth Avenue.

She usually contacted her mother throughout the day, and that day she never did.

It was also reported that her car was missing.

The December 31st, the following day, around the afternoon, the police found her dead inside her home.

The victim, 63-year-old Linda McGinnis, died of stab wounds to her head and neck, according to the Allegheny county Medical Examiner’s Office.

According to a few testimonies, Justin was in Fairmont, West Virginia visiting his girlfriend at the time of the incident. Justin was wanted for questioning in regards to the murder of Linda McGinnis. Yet, in West Virginia, there was already warrant out for his arrest.

Police in Fairmont, West Virginia received a tip from a business on Fairmont Avenue that someone matching Bartlett's description was inside.

When police arrived, Bartlett walked away and jumped off a wall into an alley, and a brief foot chase ensued until he was caught by detectives who were waiting for him on the other side block.

He was arrested without incident.

He had been driving McGinnis' 2015 Maroon Chevrolet Trax with PA Plate - EMV-9382.

On Saturday December 31st, 2016, Fairmont City Police arrested Justin Bartlett, 25, near a GoMart there about 1:15 p.m., according to Detective Sgt. Brian L. Stewart.

He was being sought out by authorities in the murder investigation.

He faces one count of being a fugitive of justice from the Fairmont Police Department.

Authorities from Allegheny county were questioning Bartlett. He will be held in West Virginia until extradition to Pennsylvania takes place. Bartlett already was wanted for an unrelated case from last year. Brackenridge police Chief Jamie Bock said a warrant was filed for Bartlett's arrest in November after Bartlett allegedly trapped a woman in his apartment on Nov. 26 and said he would hurt her if she tried to leave. Bock said the woman managed to escape and filed a complaint with the Brackenridge Police Department the following day.

This is a statement written by his ex:

"On Saturday, November 26, 2016 at approximately 8:00 p.m., Justin Bartlett and myself got into an arguement.

I went downstairs to leave his home but he chased me down the steps and pushed me into the couch where he hit me with my own fist.

He then locked his front and back door and told me to give him my phone. He

then told me I wasn’t going to leave. He

took my phone and went upstairs. I

waited a few minutes then went upstairs. We

began arguining again. The

fighting escalated and he threw knives at me. He

told me repeatedly he was going to kill me. He

attempted to cut my throat, strangle me, and break my neck. He

kept telling me he was going to kill me. He

punched me in the head at least 5 times and punches me in the arm + chest."

In early 2013, he was charged with cruelty to animals, arson, burglary, criminal mischief and theft in an incident that occurred around Jan. 21, 2013.

Police were called to the residence of Richard Marvin of Cleveland Avenue, who told them that he had just arrived home and found a glass patio door broken and a skylight knocked out in the ceiling.

Marvin told police he looked around but could find nothing missing except his cat.

As he walked around the house with police, Marvin found his cat, which had been burned to death.

In addition, police said Marvin's cat carrier was melted in the backyard.

There were paw prints leading from the carrier to where the dead cat lay.

An empty gas can was on Marvin's back porch, which Marvin identified as Bartlett's.

Marvin said he had been friends with Bartlett, but they had a falling out recently.

Police say Bartlett initially claimed that he was out of town.

When pressed, police say he admitted to burning the cat, saying he was hurt that Marvin ended their friendship.

Police say he signed a confession admitting to breaking into Marvin's house and burning the cat alive.

He was held in the Allegheny County Jail for two years.
