James Ortiz is an American Marketing consultant for the US Army , where he has worked for nearly two decades.  [2 ] He is currently under investigation after he was caught with a McCann ad agency executive, a firm who is also in a bid to receive a large sum for their Army Marketing campaign. 
Ortiz has lived in the Washington D.C. area for many years as is close to his place of work.  Since the early 2000s, Ortiz has been an integral part of the U.S. Army marketing campaigns. He worked as the marketing director for nearly 20 years.

In early October, 2017, while at a bar called Birchmere in Alexandria, Virginia , Ortiz was seen being intimate with a contractor who is competing to receive a $4 Billion federal ad bid for the U.S. Army.  Ortiz is one of the supervisors of the bid, which has led to compromise and conflict of interest between McCann Worldgroup and the Army's Agency of marketing.  
Holding companies are currently competing against incumbent McCann for the army account of $4 Billion, which is taxpayer-funded over the next 10 years. McCann has worked for the Army since 2005. 
Ortiz has since been reassigned to be a consultant for the US Army as the investigation of his relationship with, Molly Berkeley, the former executive of McCann WorldGroup.
