Armando Seay is the CEO of Dovestech LLC and Executive director of Greater Baltimore Cares Mentoring Movement. Armando has over 30 years of experience and dedication to the field of Information Technology and related disciplines as a software engineer, CTO and technology sales and marketing executive. Armando is active in the National CARES Mentoring Movement, Living Classrooms Foundation and is the Co-Director of Maryland's Greater Baltimore Cares where he has helped launch the organization’s inaugural Cyber Skills STEM program to encourage children from under served schools to seek out careers in Cyber. Career

From July 2000 to February 2002 Armando worked as a Program Manager at Verizon Enterprise Solutions Group. [1]There he managed technology sales strategies for sales force and was responsible for Program and Project Management of task order awards for multi-million dollar IDIQ contracts. Also, Armando managed State Agency CIO and CTO relationships including solutions consulting and strategy and developed capture strategies and marketing approaches to increase win ratio across account base. Moreover, he was the key contributor and IT architect for the modernization of the Workers' Compensation IT systems that took the system to the Internet. At Verizon, he developed marketing campaigns, conferences, and technology demonstrations in support of IT innovations and corporate initiatives and assisted CIOs with investment decisions as requested that supported strategic legislative and IT modernization efforts for various state agencies. Furthermore, Seay was the chief writer and capture strategist that led to the award of a statewide IT contract worth millions of dollars. Seay also worked at Ross Technologies (RTGX, no longer affiliated with the organization) from January 2001 - November 2016 that was founded by him where he successfully managed the merger and acquisitions leading to the acquisition of RTGX and its subsidiary companies. Additionally, Seay has been employed at Magothy Technology as a strategy advisor and as a CEO at Dovestech LLC. [1]

At RTGX

In April 1997 he founded Ross Technologies, Inc. in Lauderdale, Florida and Baltimore, Maryland. He has worked there as a Senior Executive V.P. of Corporate Operations and Strategy there until August 2016.

Armando led RTGX through various shifts in technology including ensuring that RTGX is at the forefront of cyber security based solutions and big data analytics. His experience includes Mergers & Acquisitions Technology Due Diligence. Armando worked closely with clients to provide technical guidance and craft solutions that meet mission critical information processing, analytics and cyber security needs. Armando sold RTGX in 2016. As a Senior Executive, Armando Seay was responsible for corporate strategy, business development and operations, development of technology market strategy leading to growth in sales and market penetration. In addition, he led the acquisition and successful integration of multiple IT companies. He acted as technology and forward vision advisor to customers in the areas of business process, cyber, Cloud storage, Data Science and IT infrastructure. Armando had vision lead in the development innovative threat visualization solutions. [1]As required leads and executes strategies including technical proposal development leading to capture of targeted business opportunities that have resulted in numerous multi-million dollar new business gains. As well as at Verizon.net, Seay led the capture of numerous IT contracts and was the lead technical writer for a number of key contract wins. [1]Armando managed a diverse set of Federal Government and Commercial consulting practices and complementary products and solutions. As a Senior Executive, he was responsible for corporate contracts and chief liaison with internal and external legal counsel relationships. Expert knowledge of Defense Federal Acquisition Regulations (DFARS) and Federal Acquisition Regulations (FAR). He led a year to year revenue and profit growth across multiple markets. He also was a Program Executive over domestic and international IT Programs with a documented 100% customer satisfaction rating across all programs. [1] At RTGX, he developed internal and external branding and marketing campaigns and initiatives including traditional, web based and social media. He provided budget, schedule, risk, contract and performance oversight across a multi-million dollar project portfolio. [1] Armando has had a broad experience managing a diverse range of projects that have included Cybersoft Technologies, critical infrastructure protection, acquisition best practices, business process improvement, storage architecture and program management solutions. [1]

Volunteer Experience

Armando Seay 's organization named Greater Baltimore Cares (GBC) where he is the Executive Director focuses on mentoring underserved children and families through direct one one mentoring, STEM training and cultural experiences designed to uplift, motivate and inspire youth towards achievement. GBC brings together corporate partners and the community to as mentors on an individual basis or through structured mentoring in group settings. [1] GBS contributed to Perkins Community center data and collaboration center in Baltimore as part of the joint effort with several other charitable organizations. [1] The organization arranges mentoring for kids of all ages by connecting them to programs and resources that encourage and furthers the development of young people with a goal of leading them towards higher education, technical education and careers in technology. [1] GBC made coordinate mentoring projects with multiple mentoring and business organizations in support of STEM and life changing programs that bring kids, families, and community together. [1]

According to his LinkedIn profile, Armando appointed to 2017 Host Committee for 2017 National Convention during the period from March to present. He was a part of the Coordinating Committee working with Baltimore corporations to raise funds and to support the oldest civil rights organization. As Armando reports on LinkedIn, Baltimore city will experience over 200,000 visitors during the convention that includes job fairs, educational forums, and participation by national leaders and preeminent thought leaders in the U.S. [1]

Personal life

Armando Seay has a wife, Kathlyn Violet Seay who is also from Baltimore, Maryland. Kathlyn studied Computer Science at UMUC. She also studied Information Systems and Computer Science at University of Maryland, College Park. According to their Facebook pictures, they love dogs and have many of them (e.g. Bischons, etc.).
