Paysera- is an international electronic payments system established in 2004 in Lithuania. Paysera is created and administrated by a limited liability company“Paysera LT”, which is also the first electronic money institution in Lithuania.
Paysera allows people to open an account and perform payment operations – send and receive money, exchange currency and pay for goods and services.
Paysera also provides the service of payment collection and other e-trade solutions for business

Name origin
"Paysera" is a compound word from "pay" and "Sera" (plural from Latin Serum). The word Paysera symbolizes the variety of payment methods and solutions.
History
JSC "Paysera LT" was established in 2004 in Vilnius. It owned trademarks Mokėjimai.lt and Webtopay.
In September 27, 2012, the Bank of Lithuania issued to “Paysera LT” the first unlimited electronic money license in Lithuania, granting the right to operate in all countries of the European Union.
In 2013 name Webtopay was changed to Paysera.
In 2014 name Mokėjimai.lt was changed to Paysera.

Regulation
In Lithuania, licenses for electronic money institutions are provided by the Bank of Lithuania, which also supervises the activity of electronic money institutions.
Electronic money institutions act in compliance with directives of the European Union.
Electronic money institutions can be joint-stock companies or limited companies which have been granted the license for issuance of electronic money.
When issuing electronic money, electronic money institutions may also provide other payment services, e.g. perform money remittances and payment operations, issue payment instruments, execute payment transfers, etc.
The electronic money institution license grants the right to issue electronic money all around the EU, but in order to receive the license the company shall have the equity capital of at least 350 thousand euro and comply with requirements set forth in article 11 of the Law on Electronic Money and Electronic Money Institutions.
Besides issuance of electronic money and provision of payment services, electronic money institutions are allowed to engage in another activity which is not related to issuance of electronic money or provision of payment services.
